A regulatory healthcare attorney for more than nine years, Matt Gibbs represents clients in credentialing, employment agreements, payor disputes, and government investigations at the local, state, and federal levels.
Before joining Litson, Matt served as deputy general counsel for the Tennessee Department of Health, where he led a team of attorneys and subject matter experts across the disciplines of medicine, pharmacy, nursing, healthcare facilities, medical laboratories, and emergency medical services. In that role, he advised, collaborated with, and litigated for internal stakeholders, elected officials, and market participants on complex issues involving healthcare, medical cannabis, and life sciences.
Matt also has extensive experience drafting legislation and corresponding regulations for various healthcare professionals’ practice acts. His combination of regulatory insight and legal skill allows him to navigate intricate state and federal structures on behalf of those who deliver healthcare.
In April 2026, Matt secured the first administrative expungement granted in Tennessee, clearing old discipline from a pharmacist’s public license record after years of it following him.
