Introducing RxLaw Group: Legal Guidance for the Next Era of Pharmacy and Healthcare Practice

In this era of pharmacy ownership and operation, regulation doesn’t sit in the background. It’s baked into every patient encounter, every dispensation, every reimbursement claim, and everything else that happens inside a pharmacy to deliver healthcare.
A pharmacist is one of the most accessible healthcare providers in the marketplace. As such, a pharmacist is well postured to deliver services to patients that reach the very top of a pharmacist’s licensure status – and a pharmacist deserves compensation for that service.
That’s why Litson PLLC launched RxLaw Group, a new division focused entirely on the unique compliance, licensing, and credentialing challenges facing pharmacies, pharmacists, and those who deliver pharmaceutical care.
And it’s led by someone who’s been on the inside of those systems: Matt Gibbs, former Deputy General Counsel for the Tennessee Department of Health and attorney for the Tennessee Board of Pharmacy.
Why RxLaw Group Exists
For years, the practice of pharmacy has faced a moving target of oversight. Payor audits, PBM clawbacks, government investigations at all levels, and shifting standards have made compliance a full-time job—and a costly one when handled reactively.
Moreover, as the scope of the practice of pharmacy continues to increase, pharmacists warrant recognition as providers for medical billing claims and reimbursements.
RxLaw Group was built for modern pharmacy practice.
Our model combines flat-fee legal access with hands-on regulatory strategy, so pharmacies, pharmacists, and staff can stay proactive instead of scrambling after a notice arrives.
We guide clients through:
- Payor audits — preparing documentation, responding to requests, and defending reimbursement decisions.
- Government inspections and investigations — state boards, DEA, CMS, and beyond.
- Licensing, renewals, and compliance programs — ensuring every operation meets its legal obligations under state and federal law.
- Healthcare contract review and dispute resolution — from payor agreements to employment contracts.
- Medical insurance carrier credentialing and contracting— expanding scope of services and creating new revenue streams through pharmacists billing as providers.
In short: if regulation or credentialing touches it, RxLaw Group covers it.
Meet Matt Gibbs: From Regulator to Advocate
Matt Gibbs spent more than a decade shaping healthcare regulation from the inside.
As Deputy General Counsel for the Tennessee Department of Health and advisory attorney for the Tennessee Board of Pharmacy, he led legal teams overseeing medicine, pharmacy, nursing, laboratories, and emergency medical services. He worked directly with regulators and legislators on healthcare, life-sciences, and medical cannabis policy—and helped draft many of the laws pharmacies now operate under. Matt directly advised policy makers on pharmacy practice-based concepts.
That experience gives Matt and the RxLaw Group team something rare: insider clarity on how regulators think and how compliance decisions get made.
“Pharmacists and those who provide our pharmaceutical care face ever increasing regulatory challenges. Simultaneously, pharmacists are being recognized as providers in ways the system hasn’t fully adapted to yet,” Matt says. “Our goal is to guide them through that transition and make sure compliance becomes an advantage, not a barrier.”
A New Legal Model for Modern Pharmacies
Traditional law firms bill by the hour. We don’t.
RxLaw Group operates on a flat-fee monthly model so our clients can ask questions when they arise, not when their budgets allow.
That structure means your legal team becomes part of your operation: answering questions, filing paperwork, monitoring regulatory updates, and defending you when oversight comes calling.
And because RxLaw Group operates within Litson PLLC, clients gain the collective experience of a multidisciplinary legal team.
Matt works directly alongside Litson’s attorneys on healthcare-related matters that intersect with the firm’s broader practice areas, ensuring continuity across every regulatory touchpoint.
That network also includes:
- Hemp Law Group — cannabis and hemp regulation
- BevLaw Group — hospitality and alcohol compliance
- Litson Government Relations — policy and legislative advocacy
Together, these divisions allow clients to access specialized legal insight across multiple highly regulated industries, all under one firm.
